Despite her father's considerable intellect, allowing him to invent a device to mind control rodents, he lacked the means to provide her with stable housing and education. She inherited the communicator from him at a young age, when he died of a drug overdose. She used it to similar ends, stealing in order to survive. There is no mention of legitimate employment in Cleo's past yet she was able to emigrate to America by early adulthood. It is unlikely this was a legal process. By then, she had escalated to bank robbery, which resulted in her arrest. Even with the rat communicator confiscated, she is considered dangerous enough to be incarcerated in Belle Reve with lethal criminals, including those with superpowers.
- dangerous ( - ): The rat communicator can be used to compel rodents to deadly violence. Cleo threatens The Thinker with "a dozen angry rodents crawling up [his] ass". She sics a single rat on a Corto Maltese enforcer before he can raise his gun: The rat climbs his body and burrows into his mouth and down his throat. In the climactic confrontation with Starro the Conqueror, she commands hundreds of rats to tear into its flesh and chew it apart from the inside.
- trustful ( - ): Cleo can be overly trusting without significant foundation for that trust. Upon being told that Nanau (AKA King Shark) attempted to eat her while she was sleeping, she dismisses it on the basis that he has kind eyes. Once she finds out it's true, she angry curses him out and summons over two dozen rats to harm and possibly kill him. Dissuaded from doing so, she approaches Nanaue and establishes to him that she is his friend. This alone mollifies her and she appears assured that she will no longer be in danger around him. Furthermore, she states that if she is wrong, her death will be a worthy one as it will be because she gambled on love. The leader of her squad regards this behaviour as idiotic. Her soft heart gets in the way of her mission when she goes against Waller’s orders and refuses to abandon the people of Corto Maltese to an alien wreaking havoc in the capital. Right before this, she imperils the reputation of the government employing her by squirrelling away evidence of their wrongdoing, with the intention to release it to the public. Cleo is essentially the heart of the team and let's not forget this is a team of madmen and murderers.
- intelligent ( + ): Cleo has survived on her own for approximately a decade. There has been no mention of any other family or provider since her father so it’s likely that during that time, she got by using the rat communicator to steal as necessary. Either she eluded capture until the bank robbery in America or was able to evade it up until then. Once imprisoned, Cleo accepts the deal to join Task Force X in order to cut ten years from her prison sentence. She makes no attempts to escape or abandon her mission, cognizant that doing so will result in the detonation of the bomb implanted in her neck. When Starro escapes Jotunheim and releases mind controlling spawn that latches onto people’s faces, she pulls her mask down to protect herself and cautions her fellow team members to do the same. Cleo is complicit with covering up the evidence of the American governments crimes in Corto Maltese in order to secure freedom for herself and her squadmates.
Powers and Abilities: Cleo is a baseline human being with no special powers, nor does she possess any combat training. The Rat Communicator in her inventory will be nerfed to manipulate at most a dozen rodents, rather than the thousands it is capable of in canon. Inventory: - Sebastien, her pet rat.
